A horn

Hmmm.  Not a blower it seems.
 No opening in the brass knob. A small peg hole , I assume , on the side and it does twist , about a 1/4" left and right but try as I may it won't come off.
 So maybe it's just a show horn.
 Feels old ,  just wish I knew more about it.

does the peg look like it may have been broken off?  Possibly it was the removeable part?

That's my thoughts too.....
I don't know a lot about horns, but I do know such horns were used to call the dogs back in.
I like the horn, but like Kevin, I don't have a clue how to access that "hole" with the little peg.

IMO, you have a brass tipped oxen horn.

The tips were added to a team's horns to protect the humans working with them.
