Woodcarving Advice Needed

To all your woodcarvers, which tools should I purchase to produce scrolls that are only cut in as lines?  Similar to the ones you would find on a basic fowler.  I am not looking to relief carve just put some lines in the stock.  1mm gouge?

Since these tools can be pricey, possibly you could recommend a couple of tools that would allow me to start wood carving gun stocks.

Depends on what final look your going for
If it’s a sharp chiseled look you need just that
A hand piece that pushes a chisel
A hammer and chisel a Lindsay piece
A GRS system or an Ngraver system
If a rotary pieces is good enough
You need to decide on how accurate you want
A foredom imitation from harbor freight works pretty good but
Only spins at 3-4500 rpm
As a rotary tool goes
You have about 3 higher end choices that spin faster that’s better
GRS 850, Nsk hand piece
Or a SCM hope that helps somewhat
The faster the better

I'm going to keep it simple.
I'll have a few months to practice my carving before the fowler arrives.

The exact tool doesn't make as much difference as knowing how to use them.

I would respectfully suggest a good book on the subject.
