Target Return Rule Amendment

The following was pointed out to me on "Return Post Mark Dates" for returning targets, and some dates land on a Saturday, Sunday, or Holiday,,, so the "Post Marked Rule" has been changed to read;

Monthly Matches are shot from the 1st of the Month to the End of the Month, and Targets Must Be Post Marked By The End Of The Month -or- The First Business Day After The End Of The Month To Count For Score.
